New NSI Report Explores Migration Governance in Nigeria

The New South Institute (NSI) is pleased to announce the publication of “An Analysis of Migration Governance Frameworks in Nigeria,” the latest addition to the Migration Governance Reform in Africa Program (MIGRA). Authored by Victor Amadi, this report continues our series that deeply examines migration governance issues across Africa.

Context and Evolution of the MIGRA Series:

The MIGRA program, led by Alan Hirsch, was initiated in 2023 with his foundational report, “Framing a Study of African Migration Governance Reform – Towards Freer Movement.” This seminal work set the stage for a comprehensive examination of migration’s role in African development. The series was further enriched by Michael Mutava’s study on broader continental trends and Alan Hirsch’s detailed exploration of South African migration policies in his subsequent report on South Africa. Each report under Hirsch’s leadership has built upon the previous, collectively advancing our understanding of migration’s multifaceted impacts across Africa.

Core Findings from the Nigeria Study:

Victor Amadi’s contribution through this detailed study on Nigeria provides robust examination of the country’s migration governance frameworks. Key insights from the report include:

  • Historical and Policy Evolution: It traces the historical development of migration policies in Nigeria, providing a critical perspective on how historical contexts have shaped contemporary governance frameworks.
    .
  • Current Migration Dynamics: The report analyzes current migration patterns in Nigeria, discussing their socio-economic impacts and alignment with regional commitments such as ECOWAS protocols.
    .
  • Policy Implementation and Gaps: Offering a critical evaluation of the implementation of key legislative pieces such as the Immigration Act of 2015 and the National Visa Policy, Amadi pinpoints areas needing improvement and suggests actionable reforms.
    .
  • Strategic Recommendations: Concluding with specific recommendations for policymakers, the study aims to enhance migration governance to better leverage migration for national and regional development.
