Seizing a historic reform moment

South Africa is on the cusp of a momentous change with the Public Service Amendment Bill, which presents a historic opportunity to reshape how our public service works. It is an opportunity that must be seized.

The New South Institute (NSI) has been actively involved in the Bill’s legislative review process from the beginning. We participated in provincial hearings and recently presented to Parliament’s Select Committee during its public hearings on both the Public Service Amendment Bill. In our submissions, we expressed strong support for the proposed reforms.

Yoliswa Makhasi, Head of Public Service Reform at the NSI, presented to Parliament, making a strong case for amendments to the Public Service Act that would devolve administrative powers to accounting officers. This is key to creating a professional, capable and accountable public service.

The amendment shifts the balance of power, placing greater responsibility in the hands of senior officials. This allows ministers to focus on leading the national agenda, while professional administrators concentrate on delivery.

Of course, this reform is no silver bullet. Many senior officials were themselves appointed through political processes and may carry political baggage. Even with these imperfections, the reform is a vital step towards separating politics from administration.
